Director of Utilities


Directs the Utilities Department activity relating to the operations of City water and wastewater systems including planning, organizing, and conducting review of citywide policies and procedures related to the operations of public utilities. Ensures safe, well-maintained, and effectively operated utilities in accordance with legal requirements and City policy.


  • Selects, supervises, and evaluates assigned staff
  • Develops organizational strategies by identifying and researching issues for City projects
  • Manages operations and maintenance of City water plants, wastewater treatment plants, lift stations, booster station and SCADA to achieve goals within budgeted funds and available personnel ensuring operational readiness
  • Monitors, analyzes, prepares budget reporting and financial data for the department
  • Develops, gathers data, recommends, and implements utility policies and procedures in accordance with legal requirements and established standards
  • Provides job site supervision and monitoring of operational activities
  • Serves as a liaison with internal department, external service providers, and with the community
  • Develops communication items and presentations to be submitted to City Council including request for ordinances (RFO) and City Council briefing memorandums
  • Must be able to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night
  • Performs other duties as required or assigned


  • Bachelor’s Degree public administration, civil engineering, environmental science, construction management or a closely rated field
  • Ten (10) years paid full-time responsible experience in utility management, operations, and maintenance
  • Five (5) years paid full-time supervisory experience


  • Valid Texas Driver’s License
    • Reliable transportation and liability insurance
  • Appointment will be conditional upon successful completion of the following pre-employment checks:
    • Criminal background check
    • Controlled substance screening
  • Class B Groundwater Treatment Operator Certification from the Texas Commission on Environmental Quality (TCEQ)


    • Class C Wastewater Treatment Plant Operator certification and
    • Class III Wastewater Collection certification from the Texas Commission on Environmental Quality (TCEQ)
