Maintenance & Operations Supervisor

POSITION SUMMARY:

Organize and coordinate the day-to-day activities of staff engaged in the installation, maintenance, repair, expansion, and relocation of water production, water distribution and wastewater collection facilities. Maintains systems and equipment by completing preventive maintenance schedules for restoring, repairing, rebuilding, or replacing faulty or inoperative components and parts.

ESSENTIAL FUNCTIONS:

  • Selects, supervises, and evaluates assigned staff
  • Prioritize and assign work, establishes work rules and performance standards, and maintains a healthy and safe working environment
  • Conducts performance evaluations, and initiates and implements disciplinary actions as warranted
  • Provides for the training and motivation of staff in order to make full use of individual capabilities and to meet changing system demands
  • Performs regular inspections of job sites and workmanship to ensure quality and performance standards are being met
  • Observes and enforces all safety requirements involved in construction, maintenance, and repair of the City’s water and wastewater systems, including but not limited to, confined spaces, trenches, vehicle, equipment and machinery operations, compressors and use of pneumatic tools and other power tools
  • Manage various work order requests, prioritize projects and schedule work crews
  • Ensures all rules, regulations, and policies of the City and department are followed
  • Reports and documents any damages within state law requirements and standard operating procedures
  • Responds to emergency situations to resolve immediate safety concerns
  • Maintains annual fire hydrant flushing and inspection program, scheduling of repairs and record keeping that complies with established ISO standards
  • Assists the Utilities Superintendent with the planning, coordination, and supervision of the Utilities Department and its related services, tasks, equipment, and projects
  • Assists the utilities superintendent in organizing, conducting, and documenting monthly safety meetings
  • Assists in preparing new and update existing Standard Operating Procedures
  • Oversees the maintenance and replacement of tools and equipment ensuring the availability of equipment in safe operating condition
  • Responsible for maintaining and keeping secure, and adequate inventory of parts
  • Performs required On-Call supervisor duties
  • Review plans and specifications of drawings to ensure proper utility line installations
  • Record field measurements of water and sanitary sewer main lines, taps, valves, hydrants, manholes, cleanouts, and coordinate database map
  • Oversees department budgets to maximize expenditures and ensuring proper use of monies
  • Estimates materials and/or equipment needed to complete work projects to ensure timely completion of projects
  • Prepares documentation such requisitions and purchase orders to provide written support
  • Excellent organizational skills and the ability to independently manage multiple projects simultaneously; ability to delegate work appropriately to assigned team support specialist and work within a team environment.
  • Ensure that all projects are delivered on-time, within scope, and within budget
  • Measure project performance using appropriate systems, tools, and techniques
  • Perform risk management to minimize project risks
  • Establishes work rules and performance standards, annual performance evaluations, and implements disciplinary actions as warranted
  • Maintains a safe working environment by establishing and enforcing organization standards
  • Assigning and monitoring work, implementing productivity standards, and resolving operations problems
  • Receives and responds to customer requests or complaints;
  • Investigates issues and recommends and implements resolutions and improvements

KNOWLEDGE OF:

  • Knowledge of water distribution equipment and wastewater lift station equipment and their repair and related procedures and techniques
  • Knowledge of management and supervisory principles and practices, including program planning, budgeting, direction, coordination, and evaluation
  • Knowledge of municipal or other local government organizations, programs, and operations
  • Maintenance and repair of street, sidewalks, and storm drainage systems
  • Knowledge of all types of light equipment such as hand tools, power tools, loaders, mowers, tractors, graders, and dump trucks
  • Knowledge customer service practices and principles
  • Knowledge of occupational hazards and related safety precautions and practices
  • Knowledge of bridge maintenance and inspection according to the Federal Highway Administration Preservation Guide
  • Knowledge of office equipment such as computers, email, and phone
  • Knowledge of applicable Federal, State and local laws, codes, regulations and ordinances

  • Ability to utilize a computer and operating a variety of standard and specialized software

WORKING ENVIRONMENT:

  • Standing/Walking: Walking required for communicating with the divisions, obtaining information, attending meetings in other buildings, walking on concrete, gravel, dirt, and concrete
  • Sitting: Primary work position while operating City equipment and in City vehicle while supervising the work of subordinates
  • Reaching/Handling/Fine Dexterity: Some reaching and handling required while doing paperwork, making phone calls and during the operation of city equipment
  • Vision: Required to perform all tasks associated with this job
  • Push/Pulling: Some pushing of mowers and wheel dollies. Pulling of chains on doors and closets
  • Kneeling/Crouching/Crawling/Bending/Twisting: Most of the workday involves these demands for taking water samples and working with equipment. Required when in lift stations to get under piping
  • Climbing/Balancing: Required when climbing ladders in lift stations and on water tanks. Balancing required while making repairs on leaking pipes or standing on edge of bank to make repairs

 

REQUIRED QUALIFICATIONS:

  • High School diploma or its equivalent (GED)
  • A minimum of five (5) years paid full-time responsible experience in utility operations, repair, and maintenance
  • Two (2) years paid full-time experience in a leader work or supervisor role

 

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:

  • Class B Commercial Driver License
    • Reliable transportation and liability insurance
  • Work Zone Safety Certification
  • Class C Groundwater Distribution or higher certification from the Texas Commission on Environmental Quality (TCEQ)
  • Category III Wastewater Collection certification from (TCEQ); or the ability to obtain the certifications within two (2) years of employment
  • Appointment will be conditional upon successful completion of the following pre-employment checks:
    • Criminal background check
    • Controlled substance screening

DESIRED QUALIFICATIONS:

  • Secondary education in construction management or a closely related field
  • Bilingual
