1. What projects are planned to be built if the bonds are approved?

Proposition A includes $18,500,000 for emergency services related infrastructure, including Fire Station No. 4, an emergency operations center, and Fire Department administration offices.

 Proposition B includes $33,000,000 for a public services complex to consolidate Public Services departments, provide proper office space, adequately shelter large equipment, and centralize city services including vehicle fleet maintenance and fueling station. A consolidated public services complex will include:

• Public Works
• Utilities
• Parks
• Fleet Maintenance
• Building Maintenance
• Engineering
• Capital Projects
• Fleet Fueling Station

2. How will I be affected if the bond does not pass?

For Proposition A: Fire Services Complex - If the bond does not pass to build a permanent Emergency Services Complex, which is needed due to expiring leases, there may be impacts to response times to the growing southwest quadrant of the City.

For Proposition B: Public Services Complex - Public Services provide many essential services to our residents including water, sewer, streets, drainage, capital improvement projects, engineering services and also recreational opportunities in city parks. In order for the city to provide services required by the city’s recent growth, aging facilities need to be replaced.  

3. When will the projects be completed?

The projects are expected to be completed within four years.

4. Why are these projects needed?

Emergency Services Complex:

• The City currently leases the Fire Administrative facility and Fire Station No. 4 facility from Fort Bend County.
• The original intent of the lease agreements with the County was to allow the City short-term use of the former EMS building and bay space as a temporary solution to house Fire Administration and Fire Station No. 4 while the City made plans to construct its own facilities.
• This current lease agreement will expire on December 31, 2029, and the County has indicated that they have plans for the site and will not extend the lease agreement.
• Fire Station No. 4 is needed as the City grows to the south and west to meet response times and maintain ISO rating – which insurance companies use to set home insurance premiums.
• The Facilities are filled to capacity with limited space for equipment and no room to grow.
• The Emergency Operations Center previously utilized the Police Department Training Room but due to lack of space the PD Training Room/EOC was converted to the Patrol Room.  

Public Services Complex:

• Several of the buildings are over 50 years old and no longer meet the City’s needs and growth.
• Several facilities in the floodway have flooded 3 times since 2015 and the Brazos Riverbank is sloughing and encroaching into the property.
• The Public Services departments are spread out in separate facilities, causing inefficiencies.
• These facilities are operating at or beyond capacity and need to be expanded to meet the needs of current and future growth in staff.
• American Disability Act (ADA) and Texas Accessibility Standards (TAS) are not being met in older buildings.
• The fuel island is 27 years old, and the useful life of the underground tanks is 30 years at which time they would have to be replaced.
• There is not adequate space for vehicles, equipment, tools and supplies to maintain and store over 300 pieces of rolling stock.
• Tools, equipment and supplies are not properly secured.
